How we know · policy checked on October 21, 2026

The Hawaii Board of Nursing publishes no translation rule of its own: nurses educated outside the US must have their education reviewed by one of six Board-approved evaluators, and the evaluator sets the translation rule.

ECE, approved in May 2026, accepts complete word-for-word translations from any translator, so a certified translation from eVerbary works there; Josef Silny and SpanTran (The Evaluation Company) take outside translations from ATA-certified translators, whom eVerbary assigns on request.

TruMerit (CGFNS) translates nursing transcripts only through the school or itself, and we do not provide the evaluation.

Hawaii BON at a glance

Does it accept eVerbary? Yes

The Hawaii BON accepts evaluations from six organizations, Educational Credential Evaluators among them (evaluator list), and ECE accepts complete, word-for-word English translations and even lets applicants prepare their own (ECE documentation requirements), so a certified translation from a professional service such as eVerbary meets it. Hawaii BON requirements in detail

Translation

No board rule of its own; the exam and endorsement applications and the evaluator list are silent on translation, which the evaluator handles (exam application, evaluator list).

Who may translate

Depends on the evaluator: ECE accepts any complete word-for-word translation (ECE: documentation requirements); Josef Silny wants ATA-certified translators for translations made in the US (Josef Silny & Associates: services); The Evaluation Company accepts outside translators only if ATA-certified (The Evaluation Company: avoid delays); TruMerit wants the school or itself (TruMerit: CES Professional Report).

Approved evaluators

TruMerit (formerly CGFNS, 01/2016), Josef Silny & Associates (12/2019), SpanTran (04/2024), International Educational Evaluators (06/2024), Educational Records Evaluation Service (07/2025) and Educational Credential Evaluators (05/2026), per the list revised May 14, 2026 (Board-approved education credentials evaluation services, rev. 05/14/2026).

What the report must say

That your education is comparable to a US accredited nursing program, without deficiencies in content, clinical hours or comparability; otherwise the application is deferred or denied (Board-approved education credentials evaluation services, rev. 05/14/2026, exam application).

How the report arrives

Retrievable online from the evaluator or emailed to the board by the evaluator; copies and reports sent by the applicant are not accepted (RN/LPN license by examination application, 2026-07, list).

Endorsement

Nurses licensed elsewhere whose program was not US-accredited or state-approved also need an evaluation from a Board-recognized evaluator (RN/LPN license by endorsement application).

Which evaluator, and who translates for it

Hawaii's list now has six names (Board-approved education credentials evaluation services, rev. 05/14/2026), and the choice decides who may translate.

ECE asks for an English translation of every document not issued in English unless you buy its $85 Translation Waiver, and accepts translations prepared by anyone, including you, if they are complete, word-for-word and in the format of the original (ECE).

Josef Silny asks for professional, certified translations and, for those made in the US, ATA-certified translators (JS&A); SpanTran, now The Evaluation Company, accepts outside translators only if ATA-certified (TEC).

TruMerit works differently: for its CES Professional Report, nursing transcripts are translated by the school, or by TruMerit for a fee (TruMerit), so an outside translation of nursing records is not used there.

Hawaii adds that approval of an evaluator does not guarantee your education will be accepted (Board-approved education credentials evaluation services, rev. 05/14/2026).

Where Hawaii's pages differ

The exam application revised in July 2026 lists six approved organizations on one page, but its Education section still describes only CGFNS reports (the CES Professional Report or the Certification Program) and asks for your CGFNS ID (RN/LPN license by examination application, 2026-07).

The board's separate list, revised May 14, 2026, is the more recent statement of who is approved (Board-approved education credentials evaluation services, rev. 05/14/2026); the application itself tells you to check the board website for the current list.

If you use an evaluator other than TruMerit, ask the board how to identify your report on the application.

The list also names "International Educational Evaluators", a slightly different name from the agency usually called IEE (International Education Evaluations). Confirm with the board before ordering from that agency.

Need a certified translation for Hawaii BON?

$24.95 per page of up to 250 words, certification included, usually within 24 hours for one to three pages. See the price before you pay.

Documents applicants usually translate

  • Nursing school transcripts and mark sheets, for the evaluator
  • Nursing diploma or degree certificate
  • Nursing license or registration from the country of education
  • Secondary school diploma, if the evaluator asks for it
  • Course descriptions with clinical hours, where the evaluator needs them

What an eVerbary translation includes

  • A complete English translation of every page, stamps, seals and handwritten notes included, laid out like the original so each line can be matched.
  • Grades, hours and credits exactly as recorded, with the grading scale the document prints. We never convert marks to a US GPA or equivalency.

  • Notarization added at checkout ($34.90 per order) when the office asks for a notarized translation.

Submitting the translation to Hawaii BON

If you need a translator certified by ATA

Some offices accept only a translator who is personally certified by the American Translators Association (ATA). eVerbary assigns one on request, for the languages ATA certifies into English:

$34.95 per page

Spanish, Portuguese, French, German, Italian, Chinese, Arabic, Russian and Ukrainian

$44.95 per page

Japanese, Korean, Polish, Dutch, Swedish, Croatian, Danish and Persian

To order it, ask for a free quote and write in the notes that the translation is for Hawaii BON, what it is for, and that you need a translator individually certified by ATA, plus anything else the office asks for (notarization, delivery by email to the office).

We confirm the price and the translator before you pay. ATA does not certify other languages into English, so no translator anywhere holds ATA certification for them.

For those languages we provide a notarized certified translation instead, at $44.95 per page plus notarization ($34.90 per order); ask the office to confirm it accepts that, and write its answer in the quote notes.

What we do not do

eVerbary is a translation service, not a credential evaluation service or a licensing agency: we do not issue evaluations, US equivalencies or GPA conversions, we cannot send documents on behalf of the school or authority that issued them, and we do not file the license application.

For Hawaii that means we translate the records your evaluator needs; the evaluation report comes from TruMerit, Josef Silny, SpanTran, IEE, ERES or ECE, ordered by you.

How to order

  1. Scan or photograph every page of the document, front and back, including any stamps on the reverse.
  2. Upload it, choose the language and "certified", and see the price before paying.
  3. Receive the PDF, usually within 24 hours for one to three pages, and submit it with the copy of the original wherever the office asks for it.

Frequently asked questions

Does the Hawaii Board of Nursing require a certified translation?

Not directly. It requires an evaluation from a Board-approved organization (Board-approved education credentials evaluation services, rev. 05/14/2026), and the evaluator sets the translation rule. ECE accepts complete, word-for-word translations (ECE: documentation requirements).

Which credential evaluators does Hawaii accept for nurses?

TruMerit (formerly CGFNS), Josef Silny & Associates, SpanTran, International Educational Evaluators, Educational Records Evaluation Service and Educational Credential Evaluators (Board-approved education credentials evaluation services, rev. 05/14/2026).

Can I send the evaluation report to the board myself?

No. Reports must come directly from the evaluating organization, online or by email; reports and copies from the applicant are not accepted (Board-approved education credentials evaluation services, rev. 05/14/2026, exam application).

What happens if the evaluation shows a deficiency?

The application is deferred, or may be denied, if the evaluation shows gaps in nursing content, clinical hours or comparability, whichever evaluator you use (Board-approved education credentials evaluation services, rev. 05/14/2026).

Can eVerbary provide an ATA-certified translator for Josef Silny or SpanTran?

Yes, on request. Ask for a free quote and write in the notes which evaluator the translation is for and that it needs a translator individually certified by ATA, for the languages ATA certifies into English.
