The tax agency issues your civil records
This surprises almost everyone: in Sweden the population register is kept by Skatteverket, the tax agency, and the document standing in for a birth certificate is a personbevis — an extract from that register, issued for a stated purpose. There are several versions of it, and which one you need depends on what the receiving office asked for.
