The passport was the internal identity document
For most of Uzbekistan's independence the biometric passport served as both the internal identity document and the travel document, which is unusual — most former Soviet states split the two. An identity card was introduced alongside it from 2021.
So an Uzbek client may hold a passport that functions domestically, a card, or both, and a US office asking for "an ID card" may be asking for something that did not exist when the person left.
The exit visa was abolished in 2019
Uzbekistan required its own citizens to hold an exit visa — a sticker in the passport authorising travel abroad — until it was abolished at the start of 2019.
So an older Uzbek passport carries exit stickers that a US reader will read as foreign visas. They are permissions to leave, not to enter, and we translate them as what they are.
Two alphabets, one name
Uzbekistan has been moving from Cyrillic to the Latin alphabet for decades and the transition is incomplete, so a 1998 birth certificate is Cyrillic and a 2023 passport Latin, with the same name spelled two ways.
This produces more false name-change alarms than anything else in an Uzbek file. We state that it is one name in one language in two alphabets.
Patronymics in two systems, and Russian
Uzbek documents carry a patronymic in either the Russian pattern — -ovich and -ovna — or the Uzbek one, o'g'li and qizi. A person may hold an older document with one and a newer one with the other.
