TYS is the state exam; TÖMER is a university
The Türkçe Yeterlik Sınavı (TYS) is administered by the Yunus Emre Institute and reports a CEFR level from B1 upward as a single national examination.
TÖMER is not an examination at all — it is the name of the language teaching centres attached to Turkish universities, and a TÖMER certificate is issued by a particular university at the level it assesses. So two TÖMER certificates from different universities are two different institutions' assessments. We name the university.
C1 for university admission
Turkish universities generally require C1 Turkish for admission to Turkish-taught programmes, and an applicant without it typically completes a preparatory year at a TÖMER before starting.
So a TÖMER certificate in a student file is frequently evidence of completing the preparatory year rather than an independent proficiency test, and a transcript may accompany it. We name what the document is.
The certificate for citizenship and residence
Turkish citizenship by naturalisation requires sufficient Turkish, assessed in the process rather than by a fixed certificate level, so a language certificate in a citizenship file is supporting evidence rather than a statutory threshold.

The dotted and dotless i
Turkish distinguishes İ/i from I/ı as separate letters, and software applying English casing rules mangles candidate names on certificates reliably — İsmail becomes ISMAIL where it should be İSMAİL.

No. TÖMER centres are university language schools, and a TÖMER certificate is that university's assessment. TYS is the national examination.
