Staatsexamen NT2, in two programmes

The Dutch state examination for Dutch as a second language comes in two programmes: Programma I at roughly B1, aimed at vocational education and work, and Programma II at roughly B2, required for higher education and professional roles.

They are separate examinations rather than levels of one, and a diploma states which programme was passed. A reader who does not see the programme cannot interpret the diploma.

Four separate certificates in one diploma

NT2 examines reading, listening, writing and speaking as four separate examinations, each passed individually. A candidate who passes all four receives the diploma; one who passes some receives certificates for those.

So a file may contain partial certificates rather than a diploma, and that is a real state of affairs rather than an incomplete document. We name what the client holds.

Inburgering is a different requirement

The civic integration obligation is separate: it includes language at a level set by the applicable regime plus knowledge of Dutch society (KNM) and orientation on the labour market, and it produces its own diploma.

An inburgeringsdiploma is not an NT2 diploma. The 2021 integration act raised the general language requirement and created different routes, so the date matters. We name the regime where the document states it.

What it is needed for

NT2 Programma II is the standard requirement for Dutch-taught higher education and for several regulated professions, and the integration diploma is required for permanent residence and naturalisation.

The two are read by different authorities for different purposes, which is why translating both as "Dutch language certificate" is not enough. See our Dutch page.
