Bilirkişi, and the 2017 reform
Turkish courts rely heavily on the bilirkişi — court expert — and in 2016 Turkey created a Bilirkişilik Daire Başkanlığı, a national expert authority, with regional boards keeping registers and requiring training and certification for listing.
So an expert report from before and after that reform rests on different qualification arrangements, and a recent report states the expert's registry number. We reproduce it.
The report answers the court's questions
The court sets out what the bilirkişi is to examine in the appointment decision, and the report answers it. Where the report is found insufficient the court obtains a further one, sometimes from a three-member panel, so a file may contain several.
They are sequential court-obtained reports rather than competing party experts. We translate them in order with dates.
ATK, the state forensic institute
The Adli Tıp Kurumu — the Council of Forensic Medicine — is the state forensic institution, and its reports carry particular weight in criminal and personal injury matters. They are issued by specialty boards with their own numbering and signatures.
An ATK report is an institutional determination rather than an individual expert's view, and we name the institution and the board.
Disability percentages, and the İ problem
Turkish medico-legal reports express impairment as a percentage produced by combining assessments under a national regulation, and 40% is the general threshold for statutory entitlements. The figure is an eligibility position rather than a clinical measure.
