Sudebnaya ekspertiza, and the criminal warning
Russian court expertise is судебная экспертиза, ordered by the court or the investigator, and the expert signs a formal acknowledgment that they have been warned of criminal liability for a knowingly false conclusion.
That warning appears at the head of every Russian expert report and a US reader reads past it. It is a procedural requirement and its absence is a defect, so we translate it rather than treating it as boilerplate.
State and non-state expert institutions
Expertise is carried out by state forensic institutions under the justice, health or interior ministries, or by non-state organisations and individual experts, and the report states which.
