The znalec, and the 2021 reform
A Czech court expert is a znalec, entered in a public register with a named field of expertise, and a 2021 reform substantially rewrote the qualification, liability and reporting requirements.
So reports from before and after the reform differ in their required content. We reproduce the register entry and the field, which is what a reader verifies.
The znalecká doložka
A Czech expert report closes with a znalecká doložka — an expert clause — stating the expert's registration, the field, the register entry number of the report and a declaration that they are aware of the consequences of a knowingly false opinion.
Without it the document is not a znalecký posudek. It is the element that makes the report what it claims to be, and we translate it in full.
Party-commissioned reports carry the same status
Czech procedure gives an expert report commissioned by a party the same status as a court-ordered one where it contains the expert clause, which is unusual among civil-law systems.
So a party expert report is not weaker for having been commissioned by a party. A US reader who assumes otherwise misjudges it, and we name who commissioned it without implying a hierarchy.
The seal, and the diacritics
The expert applies a round seal with a state emblem and their registration, and the report is bound with a cord and sealed so pages cannot be substituted.
