The heyet raporu, and the percentage
Turkey issues an engelli sağlık kurulu raporu — a disability health board report — from an authorised hospital, stating an overall disability percentage produced by combining assessments across body systems under a national regulation.
The percentage is an eligibility position under Turkish law rather than a clinical measure, with 40% the general threshold for statutory entitlements and higher thresholds for specific ones. We reproduce it with the scale.
The board, not a doctor
The report is issued by a board of specialists at an authorised hospital and is signed by each of them and by the chief physician, with the hospital seal. A single specialist's report is not an equivalent document.

What it is used for
