The blue book, which is the title
Thailand issues a vehicle registration book — blue for cars, green for motorcycles — by the Department of Land Transport, recording the registered owner, the plate, the engine and chassis numbers and every transfer.
The book is the ownership document, and the transfer pages at the back carry the history. We translate the entries in order rather than only the current holder.
Possessor, not owner
Thai registration books name the ผู้ถือกรรมสิทธิ์ (owner) and the ผู้ครอบครอง (possessor) separately, and on a financed or leased car the finance company is the owner while the driver is the possessor.

A foreigner registering a vehicle in Thailand needs a certificate of residence from immigration or an embassy, and the name on the book must match it.
