The green sheet, and the notarial deed
Iran runs a two-step transfer. The police issue the barg-e sabz (green sheet), the registration document, and a separate notarial deed (sanad) is executed at an official notary office to transfer ownership.
Both are needed. A green sheet without the notarial deed is an incomplete transfer, and Iranian practice treats the notarial deed as the ownership document. We name which the file holds.
The plate belongs to the person
Iranian plates are allocated to the owner, and on a sale the seller removes the plate and the buyer fits their own, so a plate does not follow the car.
That is a genuine structural difference from US practice and it explains documents that otherwise look inconsistent.
Customs, and the import restrictions
Iran has restricted or banned car imports for long periods, and an imported vehicle carries a customs clearance document that is examined closely.
A vehicle with an irregular import history cannot be titled. We translate the customs endorsements as printed.
The Solar Hijri date, and the national code
Dates use the Solar Hijri calendar beginning at the spring equinox, so a fixed offset is wrong for part of the year and each date is converted individually.

It is the police registration. Ownership transfers by a separate notarial deed, and both are needed.
Does the plate stay with the car?
No. Iranian plates belong to the owner, who removes them on a sale.
