A contract, then a civil registration
A Syrian marriage is typically concluded as a contract before a religious court — a sharia court for Muslim couples, the relevant church authority for Christian couples — and then registered with the Directorate of Civil Affairs of the Ministry of Interior. The contract and the civil record are different documents and an office asking for "the marriage certificate" may want either.

Offices ask for different things and both exist. Check before ordering; we translate either, and many files end up needing the family extract as well.
