ZAGS, and Soviet-era certificates
Russian marriages are registered by ZAGS, the civil registry, which issues the свидетельство о заключении брака. Certificates issued before 1991 under the Soviet system remain valid and appear constantly; some name a republic that is now an independent country, which is where the registration happened rather than an irregularity.

Patronymics and gendered surnames
A Russian name is given name, patronymic and surname. The patronymic is formed from the father's given name and is not a middle name; surnames are gendered, so spouses carry forms differing by a letter or two — Ivanov and Ivanova are the same family name. Both patterns read as inconsistencies on a US form and are neither, so the translation makes the structure explicit.

What USCIS requires
Under 8 CFR 103.2(b)(3), a foreign-language document must be accompanied by a complete English translation and the translator's certification that it is accurate. Every seal, stamp and marginal note is part of the document, so every one is translated.
