The carnet de vaccinări, and the electronic registry
Romanian childhood immunisation is recorded in a carnet de vaccinări and in the national electronic immunisation registry, with doses given by the family doctor who holds the definitive record.
A certificate can be issued from the registry or the practice even where the booklet is lost, and it is what an I-693 needs. Romania gives BCG and hepatitis B in the first days of life, neither routine in the United States.
The CNP, on every document
Romanian medical documents carry the CNP — thirteen digits encoding sex, century and date of birth and the county of registration — which does not change with a name and is the cross-check across the file.

The family doctor is the gatekeeper
Romanian care runs through a registered medic de familie who refers to specialists, and the record sits with that practice plus whatever hospital treated the patient.
Patients receive a bilet de externare on discharge and a scrisoare medicală back to the family doctor. We name each document and its author.
Diacritics, and Moldova
Romanian uses ă, â, î, ș and ț, and older software substitutes cedilla forms for the comma-below ones. Both render the same letters and we reproduce the Romanian.
