Three degrees, and the words matter
Poland issues an orzeczenie o stopniu niepełnosprawności — a determination of the degree of disability — in three grades: znaczny (significant), umiarkowany (moderate) and lekki (mild). There is no percentage.
The degree governs working time limits, additional leave, parking entitlement and tax relief, and it is decided by a powiatowy zespół, a county assessment team, with appeal to a provincial one. We translate the degree by name and say what it governs.
The symbol codes on the certificate
The determination carries a symbol code identifying the cause of disability — 01-U for intellectual disability, 02-P for psychiatric conditions, 03-L for speech and hearing, 04-O for vision, 05-R for motor, 07-S for respiratory and circulatory, 10-N for neurological, among others.
Those codes are the diagnostic content of the document and a translation that omits them leaves a US reader with a grade and no basis. We give the code and its statutory meaning.
Children are assessed differently
People under sixteen are not graded. They receive an orzeczenie o niepełnosprawności without a degree, and it carries a separate list of numbered indications about required care and support.
So a family file may hold a child's determination with no grade and an adult's with one, which is the system working. We name which instrument each is.
Validity, and the other system
Determinations are issued for a period with a stated expiry and are renewed. An expired determination is not evidence of current status.
Poland also runs a separate ZUS assessment of incapacity for work for pension purposes, with its own categories, and a person may hold a determination under one system and not the other. They are not interchangeable. See our Polish page.
