So a Philippine file contains judicial affidavits and testimony rather than a single neutral court report, and that is the normal shape. Courts may appoint commissioners for accounting and similar work.
The judicial affidavit rule
Since 2012 Philippine courts require direct testimony to be submitted as a judicial affidavit — a written question-and-answer document sworn by the witness — in place of oral direct examination.
So an expert's evidence appears as a numbered question-and-answer affidavit rather than a narrative report, which is an unfamiliar format to a US reader. We keep the numbering and the structure.
