Forensic medicine sits inside the judiciary
Costa Rica places its judicial investigation body, the OIJ, and its Departamento de Medicina Legal inside the Poder Judicial itself rather than under a ministry or a prosecution service.
So a Costa Rican forensic report is issued by the judiciary's own institution, which is unusual and which is part of its standing. We name the department and the judicial branch rather than describing it as a state laboratory.
The Consejo Médico Forense
Disputed medical findings are reviewed by the Consejo Médico Forense, a standing collegiate body within the judiciary that reconsiders the opinions of individual forensic physicians.
