INACIF, created in 2006
Guatemala created the Instituto Nacional de Ciencias Forenses in 2006 as an autonomous body, taking forensic work out of the prosecution service and the judiciary into a single independent institution.
So a Guatemalan forensic report from before and after that date comes from different institutions. We name the issuing body as printed rather than modernising it.
The dictamen, and the chain of custody
An INACIF dictamen states the request, the evidence received with its chain of custody references, the methodology and the conclusions, and it carries a case number and the examiner's signature.
The chain of custody references are part of what makes the finding usable and we transcribe them rather than summarising.
Civil peritaje, and the notarial route
In civil matters an expert may be appointed by the court or the parties may agree one, and Guatemalan practice also uses peritajes produced in voluntary jurisdiction before a notary.
A notarial expert instrument is a public document and we name the notary and the register reference.
The colegiado, and the CUI
Guatemalan professionals must be colegiado activo — an active member of their professional college — to practise, and the report states the college registration number.
