The Registro del Automotor, and the municipal patente
Paraguay registers vehicle ownership at the Registro del Automotor under the Dirección General de los Registros Públicos, and separately the municipality issues the patente and the plate.
So a Paraguayan file has a national ownership record and a municipal registration. They answer different questions and we name which you have.
Undocumented imports, and the amnesty laws
Paraguay has a very large population of vehicles brought in without proper clearance — autos mau — and successive amnesty and regularisation laws have titled them with special documentation.
A car regularised that way has a distinct paper trail and a foreign registry will examine it. We name the law where the document cites it.
The transfer, and the escribano
A transfer is made by an escribano público in a public deed and inscribed at the Registro del Automotor, and unpaid municipal patente blocks the municipal side.
Both steps are needed. A deed with no inscription leaves the seller on the national record and we translate each with its date.
The cédula, and the plate
Owners are identified by cédula de identidad civil, or a company by RUC with a check digit.
