The traffic department, and the registration book
Syria registers vehicles through the traffic department of the governorate, issuing a registration document naming the owner, the plate, the chassis and engine numbers and the class, with a seal and a register number.
The governorate on the document matters, because records are held locally and several local registries were damaged or displaced after 2011.
Plates that changed with the conflict
Syrian plates carry a governorate code, and control of different governorates changed over the conflict, so a vehicle may carry a plate from an area whose issuing office no longer operated as before.
