The DGI issues the registration
Haiti registers vehicles through the Direction Générale des Impôts, the tax administration, which issues the carte d'immatriculation naming the owner, the plate and the chassis number.
The tax administration issuing the vehicle document is unusual, and it means the registration and the tax record are one. We name the issuing office as printed.
Plate categories, by colour
Haitian plates are colour-coded by category — private, public transport, commercial, state, NGO, diplomatic — and the category is a legal class that governs use and taxation.
A change of use means a change of plate. The category on the document is not a description and we reproduce it.
Imported used vehicles, and the customs
Almost the whole Haitian fleet is imported used, largely from the United States and Japan, so the file holds a bill of lading, a customs declaration and frequently a foreign title behind the Haitian card.
