The Tribunal Electoral holds the civil register

Panamanian civil records are held by the Dirección de Registro Civil of the Tribunal Electoral, not by a ministry. An electoral court issuing marriage certificates is the ordinary Panamanian arrangement, and the translation names the authority as printed rather than substituting something that sounds more familiar.

The divorce is written on the marriage record

A divorce is recorded as a marginal annotation against the marriage entry rather than as a separate certificate, so a copy of the certificado de matrimonio issued before the divorce shows a marriage still in force — with nothing on it to suggest anything is missing.
