The registration book, and the provincial excise office
Pakistan registers vehicles through the Excise and Taxation Department of the province, issuing a registration book or a smart card, and Islamabad, Punjab, Sindh and Khyber Pakhtunkhwa each run their own.
The book records the owner, the engine and chassis numbers and the token tax payments. The issuing province is on it and matters, because transferring between provinces requires its own process.
Open papers, which is the real problem
A great many Pakistani cars circulate on open papers — a signed transfer letter and Form F from a previous owner, with the registration never updated, passed on through several buyers.
The registered owner and the actual possessor then differ by several transactions. A US registry seeing the registration book will see a name nobody in the file recognises, and we say plainly what the documents show.
Token tax, and the clearance
Annual token tax is recorded on the book, and outstanding tax blocks a transfer, as does an unresolved hypothecation entry for a bank lease.
Leased cars are common and the bank's name sits on the registration until the lease closes. We translate the endorsement.
The CNIC, and the languages
Owners are identified by CNIC, thirteen digits, and by father's name and address.
