The registration certificate, and the police
Vietnam issues a Giấy đăng ký xe, a vehicle registration certificate, through the police rather than a transport ministry, naming the owner, the plate, the chassis and engine numbers.
It is the single ownership document. Registration by the police is unusual to a US reader and it explains the stamps and the issuing office on the document.
The plate now follows the person
Vietnam changed the rule in 2023: a plate is allocated to the owner, who keeps it when they sell and can transfer it to their next vehicle, and desirable numbers are auctioned.
So a Vietnamese plate may be worth a substantial sum in its own right. Documents from before and after the change read differently and both are correct.
Registration fee, which varies by city
The first-registration fee is a percentage of value and is higher in Hanoi and Ho Chi Minh City than elsewhere, which shapes where vehicles are first registered.
That is why a car in one city may carry another city's plate, and it is not evidence of irregularity. We reproduce the issuing office as printed.
Names, diacritics and the registration
Names run family name, middle name, given name, and the given name is used in address, so Nguyễn Văn An is addressed as An.
