The police register vehicles
Nicaragua registers vehicles through the Policía Nacional, which issues the circulación — the registration document naming the owner, the plate, the chassis and engine numbers.
Registration by the police rather than a transport ministry is unusual to a US reader, and it explains the issuing office and the seals on the document.
