The bluebook, which is what everyone calls it
Nepal issues a vehicle registration certificate universally known as the bluebook, from the Department of Transport Management office of the province, recording the owner, the engine and chassis numbers and every renewal.
It is the ownership document, and renewals and transfers are written into it, so the book is the vehicle's whole history. We translate the entries in order.
Zonal plates, and the provincial change
Nepali plates historically carried a zone name in Devanagari — Bagmati, Gandaki, Lumbini — and a class letter, and the system moved to embossed provincial plates with Roman characters.
An older bluebook therefore carries a plate a US reader cannot type. We transliterate it and give both forms.
Import duty, which dominates the price
Nepal levies very high import duties and excise on vehicles, so the customs documents behind a bluebook matter and periodic import bans have shaped the fleet.
