The jawaz-e seir, and the traffic department
Afghanistan issues a jawaz-e seir — a vehicle registration document from the traffic department — recording the owner, the plate, the chassis number and the vehicle class, with a seal and a register number.
It is the ownership document. Records are largely paper, and a file may hold an older booklet or a newer card depending on when and where it was issued.
Customs, and the imported fleet
Almost every Afghan vehicle is imported used, through Hairatan, Torkham or Islam Qala, so the file holds customs declarations and frequently a foreign registration document behind the Afghan one.
Right-hand drive vehicles were banned from import at one point, which shapes what is on the road. We translate the customs endorsements as they appear.
What changed after 2021
Documents issued before and after August 2021 carry different seals, letterheads and issuing authorities, and plates have been reissued.
We describe the seals as they appear and do not harmonise them or assert whether an authority is recognised. That is the receiving body's question.
Dari, Pashto and the calendar
Documents are in Dari or Pashto, and dates use the Solar Hijri calendar whose year begins at the spring equinox, so each date is converted individually.
