Registration is municipal, not national

Uruguay registers vehicles at the intendencia of the department, not nationally, and the department issues the plate and the libreta de propiedad, the ownership booklet.

So which department registered the vehicle matters, and moving between departments means a re-registration. A US reader expecting a national title will not find one.

The SUCIVE system unified the departmental vehicle tax (patente de rodados) across the country after years of departments competing on rates, and outstanding patente blocks a transfer.

The SUCIVE clearance is what a buyer relies on, and it is a separate document from the libreta. We translate both.

The transfer, and the escribano

A transfer is documented by an escribano público, who certifies the parties and the vehicle and files with the intendencia, and financing appears as a prenda registered nationally.

A prenda blocks a clean transfer until released, and it sits in a national register rather than the departmental one. We name both records.

The cédula, and the plate series

Owners are identified by cédula de identidad with a check digit after a hyphen, or a company by RUT.
