RUAT, and the municipal register
Bolivia registers vehicles through RUAT, the unified municipal tax administration register, and issues a Certificado de Registro de Propiedad de Vehículo Automotor — the CRPVA — which is the ownership document.
Registration is municipal and the plate carries the department. The CRPVA names the owner, the chassis and engine numbers and the class, and we reproduce all of them.
Undocumented imports, and the amnesties
Bolivia has a large population of vehicles smuggled in from Chile and Iquique — autos chutos — and successive nationalisation amnesties have regularised them with special documentation.
A car regularised under an amnesty has a distinct paper trail that a buyer and a foreign registry examine. We name the programme where the document does.
The transfer, and the notarial act
A transfer is made by notarial minuta and registered with the municipality through RUAT, and unpaid municipal vehicle tax blocks it.
The tax clearance is a separate document from the CRPVA and it is what a buyer relies on. We translate both.
The cédula, and the altitude classes
Owners are identified by cédula de identidad with the issuing department's abbreviation.
