A market that only opened in 2011
Until 2011 only vehicles owned before 1959 could be freely bought and sold in Cuba; everything else needed state authorisation, which is why so many pre-revolutionary American cars are still on the road.
Decreto-Ley 292 opened private transfers of later vehicles. So a Cuban file's vintage tells you which regime applied, and we translate the instrument as what it was under the rules of its time.
The circulation licence, and the property record
Cuba issues a licencia de circulación naming the owner, the plate, the chassis and engine numbers, backed by the Registro de Vehículos under the Ministry of the Interior.
Plates are colour-coded by ownership sector — state, private, mixed enterprise, foreign — and the colour is a legal category. We reproduce the class as printed.
Imports, which are tightly controlled
Private vehicle imports require state authorisation and have been restricted for decades, and state retail sales were priced at extraordinary multiples.

The transfer, and the carné
A transfer is made before a state notary and registered, with the notarial unit and instrument number on the deed.
