Nepali proficiency, and where it is certified
Nepali proficiency is certified by university language departments, notably at Tribhuvan University, and by language institutes teaching Nepali to foreign learners, with certificates naming a course level rather than a standardised scale.
There is no widely recognised international proficiency examination for Nepali, so a certificate is a course credential and we name the institution and the level as stated.
Nepal is not monolingual
Nepali is the official language and the first language of about half the population. Maithili, Bhojpuri, Tamang, Newar and Tharu are first languages for millions.
So a Nepali certificate held by a Nepali citizen may attest a second language, and a document naming a different language is not an error. We name the language exactly.
Nepali outside Nepal
Nepali is spoken in the Indian states of Sikkim and West Bengal, where it is an official language, and by the Bhutanese Nepali community resettled in large numbers in the United States.
Certificates therefore come from India as well as Nepal, and we name the issuing country and institution.
Devanagari, and Bikram Sambat
Nepali is written in Devanagari and romanises inconsistently, so a candidate name may appear several ways. We follow the passport where one exists.
