University certification, and the citizenship route
Serbian proficiency is certified by university centres — notably at Belgrade — which examine Serbian as a foreign language and issue certificates at CEFR levels, and proficiency is relevant to naturalisation.
There is no single state examination of the kind Poland or Greece operate, so the certificate names a university. We reproduce the institution and the level.
Serbian, Croatian, Bosnian and Montenegrin
Serbian is mutually intelligible with Croatian, Bosnian and Montenegrin, and a certificate in one is in practice evidence about the others — though institutions treat them as separate languages.
That is a genuine complication and we name the language the certificate states without asserting what it evidences about the others.
Two alphabets, one certificate
Serbian is written in both Cyrillic and Latin and both are official, so a certificate may be issued in either and a candidate is expected to read both.
A US reader receiving a Cyrillic certificate is not receiving a different language. We translate either and note the equivalence.
Ekavian and ijekavian
Serbian is spoken in an ekavian variety in Serbia and an ijekavian one in Bosnia and parts of Croatia, and teaching materials and examinations follow one or the other.
