Four colours of card
Nepal issues a disability identity card in four colours, each denoting a severity: red for profound, blue for severe, yellow for moderate and white for mild.
The colour is the finding. A photocopy in black and white loses it entirely, which is a real and common problem when a scan reaches a US office. We state the colour and its meaning explicitly in the translation.
Who issues it
The card is issued by the District Coordination Committee or the local government on the recommendation of a medical assessment, and registration is with the social welfare system.
The red and blue cards carry allowances and significant entitlements; the yellow and white carry fewer. So the colour has a direct financial consequence.
Ten categories, under the 2017 Act
The Act Relating to Rights of Persons with Disabilities 2017 defines ten categories including physical, visual, hearing, deafblind, voice and speech, mental or psychosocial, intellectual, haemophilia, autism and multiple.
Haemophilia and autism as named statutory categories are unusual, and we reproduce the category as recorded rather than mapping it onto a US list.
