Groups I, II and III, and a reform
Uzbekistan uses the Soviet-inherited system of disability groups I, II and III, with I the most severe, assessed by medico-social expertise commissions, and children are categorised separately.

Alongside the group, the commission issues an individual rehabilitation programme listing the aids, services and adaptations the person is entitled to.

A group may be assigned for a period or indefinitely, and the determination states a cause — general illness, work injury, disability from childhood — which governs which benefits apply.

Two alphabets, and the stamps
Uzbekistan is mid-transition from Cyrillic to the Latin alphabet, so documents of different dates spell the same name two ways, and Russian remains widely used in official practice.
