A large disabled population, and a strained system
Conflict since 2011 has produced a very large population with acquired physical disability in Syria, and the certification system has been strained, with services concentrated where facilities remain functional.
A Syrian disability document may come from a health directorate medical committee, a hospital, or an international organisation, and we name the issuing body rather than presenting every document as a state certification.
The medical committee, and the card
Determination is by a medical committee under the health directorate of the governorate, and a disability card issued on that basis opens exemptions and services.
The committee decision names its members and their specialties, and we translate the signature block and the seals with the finding, because the committee's composition is part of what makes it valid.
Records created in displacement
A great many Syrian disability records in US files were created in Turkey, Lebanon, Jordan or Egypt, by UNHCR-supported clinics, prosthetics programmes, or IOM during resettlement.

Eastern Arabic numerals are given in Western digits and Hijri dates alongside Gregorian ones converted individually. Syrian names run given name, father, grandfather and family name.
