There is no national certification
Somalia has no functioning national disability certification system. A disability document may come from a ministry office, a hospital, a disabled persons' organisation, or an international NGO, and there is no uniform card.

Conflict, and where rehabilitation comes from
Decades of conflict have left a substantial population with acquired physical disability, and rehabilitation is delivered principally by international organisations and local disabled persons' organisations rather than by a state service.

Records created outside Somalia
A great many Somali disability records in US files were created in refugee camps in Kenya or Ethiopia, at UNHCR or NGO clinics, or by IOM during resettlement processing.
IOM resettlement health assessments follow standards a US reader recognises and frequently document a disability in usable terms. They are the most useful record in many Somali files.

Somali names run given name, father's name, grandfather's name with no inherited family name, so matching a record to a passport goes through all three.
