The rishayon rechev, and no title
Israel issues a rishayon rechev (רישיון רכב), the annual vehicle licence, naming the registered owner, the plate, the VIN and the licence expiry. There is no separate title.
The licence is a single sheet that is reissued every year, so the document in hand is dated and a US reader should treat it as a snapshot. We translate the expiry prominently.
Transfer online, and the same-day change
An Israeli ownership transfer (haavarat baalut) is done at a post office or online, and the change of registered owner takes effect immediately with a new licence issued.
There is no signed-over certificate, so a US registry looking for one will not find it. We say what exists instead.
The test, and the liens
Roadworthiness is the annual test, and the licence is renewed only when it passes, so the licence expiry and the test date move together.
A vehicle can carry a registered lien (shibud) with the Registrar of Pledges, and it blocks transfer. That is a separate register from the vehicle licence and we name it.
The teudat zehut, and the date format
Owners are identified by teudat zehut, nine digits with a check digit, or a company by its registration number.
Hebrew reads right to left and dates are written day first, so 03/04 is 3 April. See our Hebrew page.
