The proof of ownership certificate
Nigeria has no single national title. Ownership is evidenced by a Certificate of Vehicle Ownership issued by the state internal revenue board, alongside the Vehicle Licence, the roadworthiness certificate and the plate allocation.
Registration is a state matter, so the issuing state is on every document. A US clerk asking for "the title" is asking for the ownership certificate.
