The Welfare Organisation certifies
Iran certifies disability through the State Welfare Organisation (Behzisti), which assesses through a medical commission and registers the person for services and allowances.
The certificate records a type and a severity, and it is the document that opens entitlements — allowances, rehabilitation services, assistive devices, employment quota placement and university admission concessions.
Conflict-related disability is separate
Iran maintains a distinct framework for people disabled in the Iran-Iraq war, administered by a separate foundation with its own classification and a percentage scale, and its documents are not Welfare Organisation certificates.
Translating one as the other misstates the basis and the entitlements entirely. We name the issuing body and the framework.

Iranian documents are dated in the Solar Hijri calendar, whose year begins at the spring equinox, and we convert each date individually and show both.
