The RC, and the state RTO
India issues a Registration Certificate (RC), now a smart card, by the Regional Transport Office of a state, with a registration number whose first two letters give the state.
Registration is a state matter, so the RTO named on the card is where the vehicle's record lives. We reproduce the RTO code and the registration number exactly.
Hypothecation, which is on the card
A financed Indian vehicle carries a hypothecation endorsement naming the lender on the RC, and it is removed only on production of the lender's Form 35 and a no-objection certificate.
An RC still showing hypothecation means the loan is not formally closed, whatever the buyer was told. We translate the endorsement.
The NOC, and interstate transfer
Moving a vehicle to another state requires a no-objection certificate from the original RTO and re-registration in the new state, with road tax paid again and sometimes partly refunded.
So an Indian vehicle file holds Forms 28, 29 and 30 and the NOC. Those are the transfer documents and we name each.
The chassis and engine numbers, and the languages
Indian documents give the chassis number and the engine number separately, and the chassis number is the VIN a US registry will want.
