The gemeente, and the international extract
A Dutch birth certificate is an extract (akte van geboorte) issued by the gemeente where the birth was registered — not by a national office, so the issuing authority printed on it is a municipality.
The Netherlands can issue a multilingual international extract under a 1976 convention. It is designed for use between the countries that signed it, and the United States did not, so it does not replace a certified English translation for USCIS and is not worth paying extra for on that basis. Tussenvoegsels, and where they are filed
Dutch surnames frequently carry a particle — van, de, van der, ten — called a tussenvoegsel. It is part of the legal name and dropping it changes the name.
The rules differ on each side of the border, which is why Dutch and Belgian documents disagree by design: in the Netherlands the particle is written lower case when a given name precedes it and capitalised when it stands alone, and names are alphabetised under the main element; Belgian practice capitalises and files differently. We reproduce the name exactly as the document writes it and explain the convention rather than normalising it.
What USCIS requires
Under 8 CFR 103.2(b)(3), a foreign-language document must be accompanied by a complete English translation and the translator's certification that it is accurate. Every seal, stamp and marginal note is part of the document, so every one is translated.

A standard translation is for business or personal use where certification is not needed, such as CVs, client intake forms or marketing material, and is billed at the same $24.95 per page of up to 250 words.

Is "van der" part of my surname?
Yes, it is part of the legal name and we never drop it. We reproduce it exactly as the document writes it.
My Dutch and Belgian documents capitalise my name differently.
They follow different conventions. Both are correct and we explain the difference rather than normalising one into the other.
I have an international extract. Is that enough?
Not for a US office. Those forms serve the countries that signed the convention behind them, and the United States is not one.
