Two books, and only one is ownership
China issues the Motor Vehicle Registration Certificate (机动车登记证书), a green booklet that is the ownership and history record, and the Vehicle Licence (行驶证), the card carried in the car.
Clients send the licence. The green registration book is the document that records transfers, mortgages and alterations, and it is what a foreign registry needs.
The purchase invoice, and the tax
A Chinese vehicle file also holds the uniform motor vehicle sales invoice (机动车销售统一发票) and the purchase tax certificate, both of which are required to register and to transfer.

Plate quotas, and why they matter
Major Chinese cities ration licence plates by lottery or auction, so a Beijing or Shanghai plate has substantial value independent of the car and does not simply travel with a sale.

Export, and the identifiers
Exporting requires deregistration and a cancellation certificate, and China restricts the export of used vehicles to licensed exporters.
