How we know · policy checked on October 21, 2026
The Los Angeles Community College District gives credit for coursework from outside the US only with a comprehensive, course-by-course evaluation by an independent service approved by the California Commission on Teacher Credentialing (district procedure AP 4051); its colleges publish the LACCD-approved list.
LACCD's evaluation agencies, such as WES, ECE, IERF and FCSA, accept certified translations from professional services such as eVerbary.
For F-1 admission each of the nine colleges sets its own document list, and East Los Angeles College asks for all documents translated into English; we translate, but the evaluation report is something we do not produce.
LACCD at a glance
Does it accept eVerbary? Yes
LACCD asks for a course-by-course evaluation from an approved service (AP 4051 in the LACC catalog, LACCD-approved list), and WES accepts a certified translation from a professional translation service (WES rule), as do ECE (ECE rule) and FCSA (FCSA rule).
East Los Angeles College's F-1 page asks for all documents translated into English without saying who translates (ELAC). Policy checked on October 21, 2026.

Worth knowing about LACCD
Nine colleges, nine lists
F-1 document rules differ by college.
AP 4051 for credit
Course-by-course, from a service the state credential commission approves.
Not for IGETC or ADTs
Foreign credit counts toward LACCD GE, not transfer GE plans.
LACCD requirements in detail
Translation
No district rule for admission. East Los Angeles College: all documents translated into English (East Los Angeles College: international application). The other college pages read do not mention translation.
Who may translate
For credit, set by the evaluation agency you choose; see below. ELAC does not say who must translate.
Evaluation for credit
Comprehensive, detailed, course-by-course evaluation by an independent service approved by the California Commission on Teacher Credentialing (Los Angeles City College catalog 2024–2025 (AP 4051)).
LACCD-approved companies
APIE, ACEI, ACREVS, AERC, ECE, ERES, FCSA (Austin and Monterey), IICE at CSU Fresno, IERF and WES (LA Harbor College: foreign transcript evaluation (LACCD-approved companies)).
What foreign credit can cover
LACCD General Education (not Area B1, American Institutions) and competency requirements (not Written Expression); AP 4051 does not apply to ADTs, IGETC or CSU GE-Breadth (Los Angeles City College catalog 2024–2025 (AP 4051)).
Copies or originals (F-1)
High school proof (F-1)
LA Harbor asks for an official transcript or certified copy of the diploma only from applicants under 18 (LA Harbor College: international application).
What each evaluation agency asks for the translation
AP 4051 asks for an evaluation, not a translation, so the translation rule is the agency's.
On the LACCD-approved list, WES wants a word-for-word translation by a professional translator, uploaded in your WES account, and does not accept translations made by applicants.
ECE wants a complete, literal, word-for-word translation in the same format; it lets applicants translate their own documents and sells an $85 waiver under which it translates internally for its report only.
IERF, in Culver City, wants a literal, word-for-word translation in the same format as the original, and FCSA accepts certified translations from most professional agencies.
ACEI, in Beverly Hills, also on the list, takes translations made in the US only from translators certified by the American Translators Association. If you choose it, ask eVerbary for a translator individually certified by ATA (see below).
Foreign credit under AP 4051
District procedure AP 4051, printed in the Los Angeles City College catalog, lets students petition for credit for college work done outside the US with a comprehensive, detailed, course-by-course evaluation from a service approved by the California Commission on Teacher Credentialing.
The credit can satisfy the LACCD General Education Plan, except Area B1 (American Institutions), and the LACCD competency requirement, except Written Expression.
The procedure does not apply to Associate Degrees for Transfer, IGETC or CSU GE-Breadth. If you plan to transfer to a UC or CSU, ask a counselor before ordering an evaluation, because the courses it covers may count only toward a local LACCD degree.
F-1 admission: each college's own list
LACCD's nine colleges each publish their own international application.
Of the pages we read, only East Los Angeles College states that all documents must be translated into English; it takes them scanned by email for admission evaluation and charges the application fee in the SIS portal.
LA Harbor asks for high school proof only from applicants under 18 and for transcripts of any college attended; LA Mission accepts photocopies unless otherwise indicated; LA Southwest wants official and/or original documents.
If your records are not in English and your college's page does not mention translation, ask its international office before you submit whether it wants an English translation with them.
Need a certified translation for LACCD?
$24.95 per page of up to 250 words, certification included, usually within 24 hours for one to three pages. See the price before you pay.
Documents applicants usually translate
- University transcripts and degree certificates, for the AP 4051 course-by-course evaluation
- High school transcripts and diploma, if you are under 18 or your college asks for them
- Bank statements and financial documents for the F-1 application
- Any other record your evaluation agency asks for
What an eVerbary translation includes
- A complete English translation of every page, stamps, seals and handwritten notes included, laid out like the original so each line can be matched.
- Grades exactly as recorded, with the grading scale the document prints. We never convert marks to a US GPA.
- A signed certificate of translation accuracy on letterhead, with our contact details, delivered as a PDF you can upload.
- $24.95 per page of up to 250 words, certification included; 24 hours for one to three pages as standard. Regular clients who need it can get delivery in as little as 30 minutes, on request.
Uploading the translation to LACCD
For credit, the translation goes to the evaluation agency with your documents (WES, for example, takes uploads in your WES account: WES: translation requirements); the agency's course-by-course report then goes to your college for the AP 4051 petition (Los Angeles City College catalog 2024–2025 (AP 4051)).
For F-1 admission, send the translation with the original as your college asks: at ELAC, scanned by email to the international department (East Los Angeles College: international application).
If you need a translator certified by ATA
Some offices accept only a translator who is personally certified by the American Translators Association (ATA). eVerbary assigns one on request, for the languages ATA certifies into English:
$34.95 per page
Spanish, Portuguese, French, German, Italian, Chinese, Arabic, Russian and Ukrainian
$44.95 per page
Japanese, Korean, Polish, Dutch, Swedish, Croatian, Danish and Persian
To order it, ask for a free quote and write in the notes that the translation is for LACCD, which program it is for, and that you need a translator individually certified by ATA, plus anything else the office asks for (notarization, delivery by email to the office).
We confirm the price and the translator before you pay. ATA does not certify other languages into English, so no translator anywhere holds ATA certification for them.
For those languages we provide a notarized certified translation instead, at $44.95 per page plus notarization ($34.90 per order); ask the office to confirm it accepts that, and write its answer in the quote notes.
What we do not do
eVerbary is a translation service, not a credential evaluation service: we do not issue evaluations, US equivalencies or GPA conversions, and we cannot send documents on behalf of the school that issued them.
For LACCD that means we translate your transcripts and diplomas; the course-by-course evaluation for credit comes from a service on the LACCD-approved list, ordered by you after the translation.
How to order
- Scan or photograph every page of the document, front and back, including any stamps on the reverse.
- Upload it, choose the language and "certified", and see the price before paying.
- Receive the PDF, usually within 24 hours for one to three pages, and upload it with the copy of the original wherever the institution asks for it.
Frequently asked questions
Does every LACCD college need my documents translated?
East Los Angeles College says all documents must be translated into English (East Los Angeles College: international application); the other college pages we read do not mention translation. Agencies evaluating foreign credit need a translation under their own rules.
Which evaluation agencies does LACCD accept for foreign credit?
Services approved by the California Commission on Teacher Credentialing (Los Angeles City College catalog 2024–2025 (AP 4051)); LA Harbor publishes the LACCD-approved list, which includes WES, ECE, IERF and FCSA (LA Harbor College: foreign transcript evaluation (LACCD-approved companies)).
Can foreign courses count toward IGETC or an ADT?
No. AP 4051 does not apply to Associate Degrees for Transfer, IGETC or CSU GE-Breadth (Los Angeles City College catalog 2024–2025 (AP 4051)).
Can I send photocopies for the F-1 application?
It depends on the college: LA Mission accepts photocopies unless otherwise indicated (LA Mission College: international application), while LA Southwest wants official and/or original documents (LA Southwest College: international application).
Can eVerbary provide an ATA-certified translator for LACCD?
Yes, on request, for example if you use ACEI. Ask for a free quote and write in the notes that the translation is for an ACEI evaluation for your LACCD college and needs a translator individually certified by ATA. ATA certifies Spanish, Portuguese, French, German, Italian, Chinese, Arabic, Russian and Ukrainian ($34.95 per page) and Japanese, Korean, Polish, Dutch, Swedish, Croatian, Danish and Persian ($44.95 per page) into English; no other languages.
Will eVerbary convert my grades to a US GPA?
No. The translation reproduces the grades and the grading scale exactly as they appear. A GPA conversion is credential evaluation, which the institution or an evaluation agency does.
