How we know · policy checked on October 21, 2026
The Pennsylvania State Board of Accountancy has CPA Examination Services process exam applications, and its instructions require candidates educated outside the US to be evaluated by one of six agencies: NIES, ECE, Foreign Academic Credentials Service, Josef Silny, Foreign Credentials Service of America or WES.
The Board publishes no translation rule, so the agency's rule applies, and WES, ECE and NIES accept certified translations from professional services such as eVerbary.
We translate your transcripts and diplomas for the agency; the agency sends the original evaluation to CPAES.

Pennsylvania Board of Accountancy requirements in detail
Translation
No Board translation rule; records not in English are translated for the evaluation agency, under its rule (CPA Examination Services: Pennsylvania).
Who may translate
Evaluation
By NIES, ECE, Foreign Academic Credentials Service, Josef Silny, Foreign Credentials Service of America or WES (CPA Examination Services: Pennsylvania).
What the report must show
An equivalency summary, a credential analysis (country, degree, year, institution), a course-by-course listing, and total, accounting and business credits (CPA Examination Services: Pennsylvania).
How it arrives
The original evaluation goes directly from the agency to CPA Examination Services at the time of application, with a copy of the international transcript (CPA Examination Services: Pennsylvania).
Who processes it
CPA Examination Services, a unit of NASBA, processes exam applications for the Board (Pennsylvania State Board of Accountancy).
Not accepted
Chartered Accountant or similar coursework is professional training and does not count (CPA Examination Services: Pennsylvania).
The Board points to NASBA
The Board's page sends exam candidates to CPA Examination Services and to NASBA's Pennsylvania page for the specific requirements (Pennsylvania State Board of Accountancy).
That page sets the foreign-education rule: an evaluation by one of six named agencies showing US equivalency (CPA Examination Services: Pennsylvania).
All education must be complete when you apply, and evaluations and transcripts should arrive before the first-time application (CPA Examination Services: Pennsylvania). The agency needs your translation before it can start, so the order is translation, evaluation, then application.
Translation rules across the six agencies
WES wants an exact, word-for-word translation by a professional translator and does not accept one you make yourself (WES).
ECE accepts any complete, literal translation, or translates internally for its report for an added fee (ECE). NIES accepts ATA members, universities and ministries, and refuses private providers outside the US (NIES).
Josef Silny asks for ATA-certified translators for translations done in the US (JS&A); for it, see the ATA section below.

What an eVerbary translation includes

- Grades, hours and credits exactly as recorded, with the grading scale the document prints. We never convert marks to a US GPA or equivalency.
- A signed certificate of translation accuracy on letterhead, with our contact details, delivered as a PDF you can upload or print.
- $24.95 per page of up to 250 words, certification included; 24 hours for one to three pages as standard. Regular clients who need it can get delivery in as little as 30 minutes, on request.
- Notarization added at checkout ($34.90 per order) when the office asks for a notarized translation.
Submitting the translation to Pennsylvania Board of Accountancy
The translation goes to the evaluation agency with your records, under that agency's instructions. The agency sends the original evaluation, with a copy of the international transcript, directly to CPA Examination Services (CPA Examination Services: Pennsylvania).
eVerbary can mail the translation to the agency in a sealed, signed envelope: choose the hard copy at checkout with the agency's address ($19.95 Priority or $37.95 Express in the US) and write in the order notes that it is for the Pennsylvania CPA evaluation.
If you need a translator certified by ATA
Some offices accept only a translator who is personally certified by the American Translators Association (ATA). eVerbary assigns one on request, for the languages ATA certifies into English:
$34.95 per page
Spanish, Portuguese, French, German, Italian, Chinese, Arabic, Russian and Ukrainian
$44.95 per page
Japanese, Korean, Polish, Dutch, Swedish, Croatian, Danish and Persian
To order it, ask for a free quote and write in the notes that the translation is for Pennsylvania Board of Accountancy, what it is for, and that you need a translator individually certified by ATA, plus anything else the office asks for (notarization, delivery by email to the office).
We confirm the price and the translator before you pay. ATA does not certify other languages into English, so no translator anywhere holds ATA certification for them.
For those languages we provide a notarized certified translation instead, at $44.95 per page plus notarization ($34.90 per order); ask the office to confirm it accepts that, and write its answer in the quote notes.
What we do not do
eVerbary is a translation service, not a credential evaluation service or a licensing agency: we do not issue evaluations, US equivalencies or GPA conversions, we cannot send documents on behalf of the school or authority that issued them, and we do not file the license application.
For Pennsylvania that means we translate your records for the agency; the evaluation is ordered by you, and CPA Examination Services and the Board decide eligibility.
How to order
- Scan or photograph every page of the document, front and back, including any stamps on the reverse.
- Upload it, choose the language and "certified", and see the price before paying.
- Receive the PDF, usually within 24 hours for one to three pages, and submit it with the copy of the original wherever the office asks for it.
