How we know · policy checked on October 21, 2026
The NYSED Office of Teaching Initiatives requires applicants educated outside the US to have a foreign credential report sent directly by one of the organizations on its list, never by the applicant, with course titles, semester hours, A-F grades, GPA and a placement recommendation; it publishes no translation rule of its own.
WES, ECE and Educational Perspectives, all on the list, accept certified translations from professional services such as eVerbary.
The Evaluation Company and Josef Silny, also listed, want ATA-certified translators, whom we assign on request; the report itself comes from the organization.
NYSED at a glance
Does it accept eVerbary? Yes
NYSED accepts credential reports only from the organizations on its list, which includes WES (acceptable organizations); WES accepts a translation by a professional translator or certified translation agency (WES translation rules), so a certified translation from a professional service such as eVerbary meets the evaluation agency's rule. Worth knowing about NYSED
Sent by the organization
NYSED refuses a report submitted by the applicant.
A named list
Some agencies are no longer accepted; check the date.
Grades converted to A-F
The report, not the translation, converts grades.
NYSED requirements in detail
Translation
NYSED publishes no translation rule; your documents are translated for the evaluation organization, under its rule (Evaluation of foreign credentials, Office of Teaching Initiatives).
Who may translate
Evaluation
A foreign credential report from an acceptable organization, sent directly by it (Evaluation of foreign credentials, Office of Teaching Initiatives).
What the report must show
Your name as in TEACH and date of birth or last four SSN digits; institutions, program length, dates of attendance, degrees with full graduation date, each course title, semester hours, A-F grades, GPA and a placement recommendation (Evaluation of foreign credentials, Office of Teaching Initiatives).
Which organization
Only those on NYSED's list of AICE and NACES members, among them WES, ECE, Educational Perspectives, IERF, IEE, FCSA, Josef Silny, Scholaro, SDR and The Evaluation Company (SpanTran) (Acceptable credential evaluation services organizations).
How it arrives
The organization emails the report as a PDF to tcert@nysed.gov or mails it to the Office of Teaching Initiatives, 89 Washington Ave, Albany; NYSED does not return credentials or reports (Evaluation of foreign credentials, Office of Teaching Initiatives).
Teaching assistants
The report must cover the high school diploma in the same detail (Evaluation of foreign credentials, Office of Teaching Initiatives).
A report NYSED can place you with
NYSED's list of required contents is long: every course title, semester-hour equivalency, each grade converted to the US A-F scheme, a GPA and a placement recommendation, along with institutions, program length, attendance dates and the full graduation date of each degree (Evaluation of foreign credentials, Office of Teaching Initiatives).
The report also has to carry your name exactly as in your TEACH account.
Those details come from your transcript and diploma, so the organization needs every page, with dates and the grading scale. We translate them as recorded; the A-F conversion and the GPA are the organization's work, never the translator's.
Which listed organization, and its translation rule
NYSED accepts only the organizations on its list, and the list changes: it names agencies not accepted at this time and others no longer accepted, some as of 2025 (Acceptable credential evaluation services organizations).
Check it the day you order. WES does not translate and wants an exact, word-for-word translation by a professional translator (WES). ECE accepts a literal translation by anyone or translates for a fee (ECE).
The Evaluation Company accepts outside translators only if ATA-certified (TEC), and Josef Silny asks that translations made in the US come from ATA-certified translators (JS&A). If you pick either, see the ATA section below.
Order of steps
NYSED's steps run: create a TEACH account (or request a TEACH Access Number without an SSN), research the certificate requirements, apply and pay in TEACH, then have the organization send your report (Evaluation of foreign credentials, Office of Teaching Initiatives).
The translation belongs before the last step, since the organization cannot evaluate records it cannot read.
Need a certified translation for NYSED?
$24.95 per page of up to 250 words, certification included, usually within 24 hours for one to three pages. See the price before you pay.
Documents applicants usually translate
- University transcripts and mark sheets for all years
- Diploma or degree certificate with the graduation date
- High school diploma and transcript, for teaching assistant applicants
- Teaching certificate or license from the other country
What an eVerbary translation includes
- A complete English translation of every page, stamps, seals and handwritten notes included, laid out like the original so each line can be matched.
- Grades, hours and credits exactly as recorded, with the grading scale the document prints. We never convert marks to a US GPA or equivalency.
- A signed certificate of translation accuracy on letterhead, with our contact details, delivered as a PDF you can upload or print.
- $24.95 per page of up to 250 words, certification included; 24 hours for one to three pages as standard. Regular clients who need it can get delivery in as little as 30 minutes, on request.
- Notarization added at checkout ($34.90 per order) when the office asks for a notarized translation.
Submitting the translation to NYSED
The translation goes to the listed organization with your documents, under its instructions (WES, for example, takes uploads in your WES account); the organization sends its report directly to NYSED (Evaluation of foreign credentials, Office of Teaching Initiatives).
Your certificate application and fee go through your TEACH account (Evaluation of foreign credentials, Office of Teaching Initiatives).
If you need a translator certified by ATA
Some offices accept only a translator who is personally certified by the American Translators Association (ATA). eVerbary assigns one on request, for the languages ATA certifies into English:
$34.95 per page
Spanish, Portuguese, French, German, Italian, Chinese, Arabic, Russian and Ukrainian
$44.95 per page
Japanese, Korean, Polish, Dutch, Swedish, Croatian, Danish and Persian
To order it, ask for a free quote and write in the notes that the translation is for NYSED, what it is for, and that you need a translator individually certified by ATA, plus anything else the office asks for (notarization, delivery by email to the office).
We confirm the price and the translator before you pay. ATA does not certify other languages into English, so no translator anywhere holds ATA certification for them.
For those languages we provide a notarized certified translation instead, at $44.95 per page plus notarization ($34.90 per order); ask the office to confirm it accepts that, and write its answer in the quote notes.
What we do not do
eVerbary is a translation service, not a credential evaluation service or a licensing agency: we do not issue evaluations, US equivalencies or GPA conversions, we cannot send documents on behalf of the school or authority that issued them, and we do not file the license application.
For NYSED that means we translate your records for the evaluation organization; the credential report, its A-F grades and GPA, and the certification decision are outside what we do.
How to order
- Scan or photograph every page of the document, front and back, including any stamps on the reverse.
- Upload it, choose the language and "certified", and see the price before paying.
- Receive the PDF, usually within 24 hours for one to three pages, and submit it with the copy of the original wherever the office asks for it.
Frequently asked questions

Only those on its list, such as WES, ECE, Educational Perspectives, IERF and IEE; some agencies are no longer accepted (Acceptable credential evaluation services organizations).
