Finnish documents come from the population register
Finland does not issue a birth certificate in the form most countries use. What you get is an extract from the Population Information System — a virkatodistus or a population register extract — stating the facts of birth, parentage, marital status or family relationships depending on what was requested. If an office asked for a birth certificate, the extract showing birth details is what answers it.
Extracts carry the henkilötunnus, the personal identity code, which is reproduced exactly. Finland is officially bilingual, so a document may be issued in Finnish or Swedish, sometimes both; we translate either.
Letters and what we also translate
Finnish uses ä and ö, which are letters rather than accented versions of a and o. Replacing them produces a different name, and we keep the spelling as issued.
