Six levels, in three tiers
Vietnam operates a national framework for Vietnamese as a foreign language with six levels in three tiers — elementary, intermediate and advanced, each with two levels — broadly aligned to the European framework but stated in its own terms.
The certificate names the level within the Vietnamese framework, and we reproduce it with that framework rather than substituting a CEFR label the issuer did not give.
Who needs it
The certificate is required for foreign students entering Vietnamese-taught programmes and for certain work permits and residence applications, so it is frequently a legal precondition rather than an academic credential.
