There is no single Indian language
India has twenty-two scheduled languages and no single national one, so an "Indian language certificate" attests one of many — Hindi, Tamil, Bengali, Telugu, Marathi and the rest — and the language is the first thing a reader needs.
A certificate in one says nothing about the others. They are separate languages with separate scripts, and we name the language and the script exactly.
The Hindi examinations
Hindi proficiency is certified by bodies including the Dakshina Bharat Hindi Prachar Sabha and similar institutions, with named certificate levels — Prathmic, Madhyama, Rashtrabhasha, Praveen and others — that are qualifications in their own right.
Those names are not translations of a level scale and a US reader cannot rank them. We give the certificate name and describe its position in the sequence.
English, and the three-language formula
Most Indian higher education is in English, and Indian school curricula run a three-language formula, so an Indian transcript itself evidences English medium instruction.
A US office asking an Indian applicant for an English certificate is frequently asking for something the transcript already shows. We say so rather than taking the order.
The scripts, and the names
Indian languages use many scripts — Devanagari, Tamil, Bengali, Telugu, Gurmukhi and others — and a certificate in a script a reader does not recognise is not the same as a certificate they cannot verify.
