Urdu is the national language, not the first language of most

Urdu is Pakistan's national language and the medium of much schooling, but it is the first language of a minority — Punjabi, Pashto, Sindhi and Saraiki speakers make up much of the population.

So an Urdu certificate attests a second language for most Pakistanis, which is a different thing from a native-speaker credential. We name the language and do not infer a first language from nationality.

Where certification comes from

Urdu proficiency is certified by university language centres, notably the National University of Modern Languages, and by the education boards whose secondary certificates record Urdu as an examined subject.

A board result recording Urdu as a subject is not a proficiency certificate but it is evidence, and we name which document it is.

Urdu and Hindi

Urdu and Hindi are largely the same spoken language written in different scripts — Perso-Arabic and Devanagari — and diverging in formal and technical vocabulary.

A person literate in one is not necessarily literate in the other, which is the part a US reader misses. We name the script.

Pakistani higher education runs substantially in English, and documents are largely in English or bilingual, so an English certificate is frequently unnecessary and a translation may be too.
