Filipino and Tagalog are not quite the same word
The national language is Filipino, a standardised register based on Tagalog and codified by the Komisyon sa Wikang Filipino, and certificates may name either Filipino or Tagalog.
They are not interchangeable terms in an official context, and we reproduce the name the certificate uses rather than harmonising them.
English is an official language
The Philippines has two official languages, Filipino and English, and instruction at higher levels and most professional practice runs in English.
So a Filipino applicant rarely needs an English certificate at all, and a US office asking for one may be asking for something unnecessary. We say so rather than taking the order.
The regional languages
The Philippines has many languages — Cebuano, Ilocano, Hiligaynon, Bikol and others — with large numbers of speakers, and a certificate may attest one of those rather than Filipino.
They are separate languages rather than dialects, and a Cebuano certificate does not evidence Filipino proficiency. We name the language exactly.
